Programs that gather information about the service needs of communities during times of disaster and report gaps in services for affected populations, duplication of effort, inefficient use or resources, bottlenecks or other impediments to people who are in a position to resolve these types of issues. Included are organizations that establish hotlines that community residents, first responders, relief volunteers and others can use to report problems in response, relief and/or recovery efforts as well as those that have people on the ground as observers or take other steps to assess and rectify problems with assistance efforts.
