Programs that develop, maintain and make available to the public, facilities for docking or mooring sailboats, powerboats, fishing vessels, barges or other watercraft. Included are marinas, boat basins, marine terminals and other areas on navigable waters that contain docks, piers, bulkheads, breakwaters or pilings that are used for the reception, securing and protection of watercraft; and devices such as buoys, chains, ropes, piles, spars and dolphins to which a vessel can be made fast. Amenities may include picnic areas, public restrooms, shower facilities, laundry facilities, pay telephones, fuel for powerboats, access to power and water, security cameras, boat lifts, pump-out services, de-icing equipment, mast step and de-step and emergency services.
